Job Description
Position Summary 
As part of the HMIS Content and Configuration team, the HMIS System Integration Specialist ensures that system designs are tested, documented, and respond to user and business needs. The HMIS System Integration Specialist has primary responsibility over beta project testing, HMIS Service Desk performance, content capacity building, and cross system policy and procedure training guide design pertaining to HMIS requirements/configurations. This position works in tandem with other Content and Configuration team members to build new forms, workflows, and data collection processes within HMIS. This role works closely with the Training Unit by ensuring all required HMIS upgrades developed in the system are synthesized and prepared for the training unit, who then designs user guides with up- to- date materials (based on the Philadelphia HMIS (PhilaHMIS) Governance Charter, Data Quality and Functionality Plan, Privacy and Security, and custom configurations) to train the provider network.  
This employee will report to the HMIS Content and Configuration Supervisor. 
Essential Functions 
 
System Integration 
Work with end user groups to develop workflows and identify business improvement projects for future system configurations 
Design new HMIS configurations and reporting tools with Content and Configuration team 
Test custom HMIS configurations 
Collaborate with the Data Quality Team and Training Unit in the development of appropriate training and guidance materials to support internal and external staff in understanding and meeting performance level standards 
Develop content for new stakeholders into HMIS (such as Veterans, PATH, HOPWA, etc.) 
Monitor and measure deliverables and other required activities associated to ensuring users receive the proper HMIS related trainings 
Co-design APR trainings in collaboration with the Training Unit 
Assist with the sheltered PIT count and offer provider level PIT count support and data analysis 
Assist with the development of technical assistance plan to CoC-funded projects in preparing and generating Annual Performance Reports out of HMIS 
Assist in developing quality improvement strategies for projects with performance deficiencies and HMIS data quality issues 
Technical Assistance 
Oversee HMIS Service Desk, assigning tickets to appropriate admin users to provide prompt and quality resolution to user issues 
Analyze Service Desk ticket trends and identify areas for training or system improvement 
Offer advanced HMIS technical support and play an integral role in supporting the development and implementation of program and system-level performance standards 
Connect providers to appropriate trainings and resources  
Respond to technical assistance questions from service providers in a timely manner via phone, email, and onsite support 
Escalate issues that require vendor support through the HMIS team 
Provide advanced TA to standardize data collection and support data collection and reporting efforts 
Policy and Procedural Development 
In partnership with the Training Unit, co-develop and maintain up to date training materials and guides related to the PhilaHMIS Governance Charter and Appendices 
Ensure training materials and guides are in compliance with all applicable federal, state and local privacy statutes and regulations 
Competencies, Knowledge, Skills and Abilities 
Knowledge of and experience with HMIS is required; experience with ClientTrack is highly preferred 
Knowledge of federal HMIS regulations 
Possess project management skills working with different teams 
Knowledge and understanding of relational databases required; proficiency in SQL preferred 
Proficient in database management software 
Must possess a very strong eye to detail and analytical skills 
Experience working with the homeless population and/or marginalized groups  
Strong written and verbal skills, including public speaking

Present ideas effectively and clearly both orally and in writing 
Ability to establish and maintain effective working relationships with associates and departmental officials
