Development Management Senior Engineer (Highways)

Location - Chelmsford & On Field
I am working with a local council who are searching for a Development Management Senior Engineer to join their Highways team.
They are responsible for managing and maintain one of the largest highways networks in the country.
Role:
This role is to ensure design and construction of developers highway infrastructure works (on new highway construction and improvements) are acceptable to the Highway Authority.
You will be responsible for managing the implementation of highway works associated with approved planning consent to ensure they are designed and implemented in line with planning obligations and policies.
* Contributed to the development of policies, plans, procedures and practices ensuring you deliver economic and wider community goals.
* Identify and introduce new practices to deliver efficiencies in technological advances
* Responsible for the programme ensuring it is within budget and time frame
* Assist Highway authorities with proposed developments
* Attend chair meetings and answer site / design questions
* Agree detailed designs ensuring they are within the planning permission
* Instruct legal agreements to allow developers infrastructure work
* Provide advice to Councillors, general public and key stakeholders
Candidate Specification:
* Educated to RQD Level 6 (or equivalent) with proven highway / transportation experience
* Knowledge of Highway Legislations - designs, standards and good practice
* Demonstrate knowledge of national guidance and regulations - Highways Act 1980 and CDM 2015
* Project Management experience
This role will require you to have a full driving license due to needing to be mobile throughout the operational area
