Job Title: Outgoings Manager

Reports to: Operations Manager

Job Purpose:

To oversee and manage stock levels of accepted waste at a hazadous waste facility.

This will include and not be limited to:

Approval of incoming loads ensuring there is enough storage capacity to accept them. Management of the onsite Stock Sheet.

Ensure outgoing dispatches of waste are appropriately listed, quoted for by a disposal supplier and are profitable, have an appropriate IPO raised and will be dispatched in a manner from site that is safe and legal to be transport on the road.

Management of the day to day activities of the Stock Control Administrator and the Stock Control Chemist. Manage, develop and expand relationships with suppliers to maximise profitability for the company.

Main Duties

* Ensure authorisation is given to bookings of waste that will allow appropriate storage in line with Sector Guidance Note 5.06, the sites Environmental Permit and to HSG51 – The Storage of Flammable Liquids in Containers, HSG 71 Chemical Warehousing: The Storage of Packaged Dangerous Substances.

* Physical count of all stored pallets of waste on site every Monday morning to work to a KPI of <75% capacity of stock.

* Work to a KPI of zero stock over 6 months old from date of acceptance.

* Ensure sampling of accepted waste is completed to supply to internal laboratory for further analysis or to pass on to suppliers to confirm suitability for acceptance.

* Ensure that pre-acceptance and post acceptance samples are moved to relevant sites daily via outgoing loads to the site.

* Provide outgoing disposal lists of material for Stock Control Administrator to transpose onto DBR system.

* Liaise with suppliers to develop a strong working relationship with them to attempt to get the best disposal rate where possible for outgoing loads to maximise profitability.

* Work alongside the Group Stock Control Manager to share/split outgoing loads for the benefit of the group.

* Work alongside the Group Health and Safety Manager to acquire information from suppliers for duty of care purposes including Site Permits/Exemptions etc.

* Generation of IPOs in line with the IPO Procedure seeking approval for POs where required.

* Ensure gross Margin Analysis is completed for every outgoing load to suppliers to work out the revenue received for each disposal line and cost provided by supplier – this will be required for IPO approval by Senior Managers/Directors.

* Ensure the IPO tracker for the Stock Control Team is being completed and all IPOs are goods receipted.

* Provide a feedback loop to the Technical Department if any waste is problematic to dispose of and if there are any potential commercial implications if waste has not been priced correctly for disposal.

* Liaising with Logistics Team confirming transport disposal dates/cancelation of outgoing loads, to help maximise utilisation of the transport fleet.

* Ensure accompanying paperwork for any dispatches of Hazardous/Non Hazardous Waste are completed correctly and passed to the Stock Control Administrator for filing.

* Ensure outgoing loads dispatched from site are safe for transport and comply with ADR.

* Promote a positive Health and Safety driven environment – reporting near misses on Activ at a KPI of 1 per month and rectifying any potential concerns for Health and Safety readily.

* Perform HR duties including the management of holidays/absence to ensure suitable staffing of the Stock Control team.

* Work to a KPI of 150 pallets transferred off site per day excluding, TFS disposals to allow capacity to be ‘sold in to’ by the commercial team.

* Compile a monthly stock liability by completing a monthly stock check for the whole of site.

PERSON SPECIFICATION

Essential Professional Qualities

* Functional Knowledge Person Specification

* HNC or Degree Level Qualification in Chemistry or a similar related field.

* IOSH Managing Safely

* Knowledge of Hazardous Waste Regulations including: Sector Guidance 5.06, Hazardous Waste Regulations 2005, Environmental Protection Act 1990, Environmental Permitting Regulations 2018.

* Computer literate – especially in using Microsoft Excel and Outlook

* Experience in the Hazardous Waste Sector for at least 3 years

* Experienced in working in a Health and Safety driven business, with knowledge of the Health & Work Act 1974, The Management of Health and Safety at Work Regulations 1999.

* Experience to working to HSG51 – The Storage of Flammable Liquids in Containers, HSG 71 Chemical Warehousing: The Storage of Packaged Dangerous Substances.

* Experienced in working in a small team.
