Delivery Manager / Contracts Manager - Water Infrastructure

We have a fantastic opportunity for a Delivery Manager to work for our client, a leading Construction Consultancy who specialise in providing comprehensive Cost and Project Management consultancy services across various sectors. As part of their Infrastructure Division, they have recently secured a significant framework with a Utilities company to deliver Project Management services for the AMP 8 Water Better Rivers Programme in the North West of England.

The ideal candidate will have ten years post chartered experience and be a Charted Member of a relevant Institute (e.g. Royal Institute of Chartered Surveyors Institute of Civil Engineers or equivalent). Degree in Quantity Surveying/ Engineering/ Construction/Business Management.

A demonstrable track record of managing a team providing commercial capability and expertise on the delivery of a programme of work for water, wastewater and sludge projects. Ability to successfully lead and develop a diverse and at times geographically dispersed team. Strong impact and influencing skills and ability to engage with key stakeholders in a meaningful way so that they buy in to new approaches to commercial management. Strong commercial negotiation and resolution skills. A sound understanding of the regulatory framework and the ability to effectively and efficiently lead a diverse contract management team. Preferably with experience of setting up and management of a broad range of contracts including Lump Sum, Target Cost, Design and Build.

Key Responsibilities:

·       To support the detailed development of strategic category plans and the execution of category plans and sourcing strategies for major categories of spend across functional and organisation boundaries ensuring optimum value for money.

·       Management of senior stakeholder relationships ensuring business strategy and policy is aligned to category plans.

·       To manage a team of Category Delivery leads and cross functional business personnel, to deliver projects and business requirements across the commercial function dependent on work load.

·       Drives performance of contracts and suppliers throughout the contract lifecycle by influencing stakeholders and embedding a culture of strong contract governance procedures.

·       Deliver innovation and value for money through the continuous development of detailed category plans and execution of sourcing strategies including; Market testing and insight, best practice commercial terms; contact assurance methods; supplier relationship management; volume leverage; total cost management; demand challenge; process efficiency/compliance; external benchmarking of best practice.

Key experience and qualifications

·       Preferably degree educated, with a relevant post-graduate qualification (e.g.: CIPS, MBA, MSC)

·       Must have experience of implementing new commercial relationships cross functional and business boundaries and a quantifiable track record of savings delivery and change implementation

·       Must have knowledge of key procurement processes, tools and methodologies used by leading edge procurement practitioners including knowledge of ‘Category Management’

·       Must have experience of SRM and Contract Management

·       Must have knowledge of techniques for implementing commercial agreements in a complex and rapidly changing environment.

·       The ability to influence at senior management levels to embrace and support the strategic agenda is essential
