Duties include:

• Procurement of all materials, plant and labour for the project including

o Quantifying from drawings and specifications through take-offs and estimating software

o Creating and updating procurement schedules

o Submitting enquiries to suppliers and sub-contractors

o Appraisals and negotiation of quotations o Creating and issuing purchase orders to suppliers

• Programme

o To produce a master programme

o To update the master programme as a result of any improvement or delays fed back from site and the construction programme

o To assist the Contracts Manager in notifying the Client of any delays to the programme

• Management and submission of planning applications

o Creating and updating planning trackers

o Formally appointing consultants to discharge planning conditions

o Appointing tasks to the Contracts management team to assist in discharging planning conditions

o To take full ownership of the planning applications and submissions

• Design Management (if Design and Build contract)

o Appointing and liaising with the design team (architects, engineers and consultants) to develop the design ensuring compliance with approved planning documents and the main contract.

o To arrange and chair design team meetings when required

o To include the Contracts team within the design process where required o Value engineering of the designs where possible by identifying cost savings to optimise project costs without compromising quality

o Issuing drawings to the Project Team (including the Client, EA, site team and subcontractors) through use of drawing issue registers

o Document control including distribution of information and ensuring the project folder is up to date

o Ensuring collateral warranties are obtained from the design team on behalf of the Client

o Creating the finishes schedule for the Client and obtaining sign off on finishing materials

o Co-ordinating and dealing with design changes and queries post-construction

o To ensure that preferred manufacturers are specified on the drawings (e.g. Polypipe)

• Risk Management

o Inherit the risk register from Pre-construction and develop the risk mitigation strategy

• Management of Sectional Agreements

o Identifying sectional agreements required for the project and ensuring timely submissions to the relevant authority

o Creating the sectional agreement tracker and updating as and when required o Procurement and arranging bonds required

o Liaising with the engineers and statutory authority throughout the technical review process and arranging signatures for the agreements

• Commercial management of subcontractors

o Submitting enquiries to sub-contractors

o Appraisals and negotiation of quotations and contractual terms o Issuing sub-contract orders for work packages and ensuring signatures by all parties

o Arranging pre-start meetings with sub-contractors and chairing the meeting o Appraising valuations and issuing payment/pay less notices in accordance with the subcontract terms and conditions

o Assessing any variation submissions from the sub-contractor against the sub-contract and issuing variation orders if applicable

o Notifying and if necessary contra charging sub-contractors where there has been a failure to fulfil their contractual obligations

o Working with the Contracts team to deal with any contractual and commercial queries relevant to the subcontractor

o To maintain positive and healthy relationships with sub-contractors

o To ensure any sub-contractor collateral warranties are obtained where design liability occurs

• Contract Management

o To have a full understanding of the contract documents, including the Employer’s requirements and Contractor’s Proposals

o Create valuation template from the CSA

o Set up MS Teams channel and invite the project team and Directors to join o Submitting valuations to the Client in accordance with the main contract to ensure payment before month end

o Updating the cash flow forecast and submitting to the Client as required o Assessing time and cost implications of any variations to the main contract works and obtaining formal instructions from the Client/Employer’s Agent

o To attend monthly Client meetings

o As part of assisting the Contracts team in producing the Contractor’s report including the commercial and technical aspects. The QS should compile the Contractor’s report using the Contracts team’s input on site progress, programme etc and assist in presenting to the Client.

o To have input and share knowledge at the Client meetings where required.

o To action any issues arising from the monthly Client meetings

• Health and Safety

o To procure and provide site with any plant and materials relating to health and safety

• Financial reporting

o Creating and updating the CVR each month with data from the JCR and any forecasted costs

o Updating the JCR Forecast spreadsheet each week with expected costs and sales for the next 3 months

o Checking/signing/disputing and assigning cost codes to incoming invoices

o General management of the JCR to ensure that the correct codes and figures are inputted on their project

o Highlight any high cost deviations to the Directors in order to assist in future pricing
